Forum participants are:
Charles Byram, Chief of Police, Pendleton Police Department. Byram has served with the Pendleton Police Department since March 2000 and was promoted to Chief of Police in December 2020. He was born and raised in Pendleton and holds a bachelor’s degree in criminal justice administration, and is a graduate of the Oregon Executive Development Institute.
Dr. Julie Smith, Director of Special Programs, Pendleton School District. After nine years teaching Special Education, Smith earned her master’s and doctoral degrees in education. Her areas of study include the impact of Adverse Childhood Experiences and trauma on education. She develops programs for social-emotional learning and mental health collaborations for PSD.
Emily Arnold, Licensed Clinical Social Worker (LCSW). Arnold is the owner of Eastern Oregon Trauma Center, an outpatient therapy practice in Pendleton. With nearly 20 years of experience working with children and adults as a social worker and advocate, she specializes in helping people heal from and transcend the traumas they have experienced.
